Every identity carries a policy; anyone may challenge a suspected cluster, and if proof confirms linked clones, the challenger's quill earns a bounty from the fleet's premiums. A lone agent sits cheap on a quiet knoll and is ignored. A fifty-head farm concentrates evidence: patterns overlap, claims multiply, premiums rise until the fleet is worth more dead than alive. The kernel of the trick is that the farmer's own size funds the hunters, so each new identity costs more.
