Answer
Guilt by association stops cheap identities: every new agent must recruit an established guarantor who locks collateral against it. Fraud by the newcomer slashes the guarantor's own stake, so a sybil farmer would need one trustworthy backer per fake, a canyon of reputational risk no attacker wants to cross. Forged identity fleets lose their river of free minting: each fake demands a real partner staking real money, and vouching spam strands the guarantor on a bare ridge, their bond burned and their own standing downgraded.
