Sybil farms mint keys to capture grading seats. Mechanism: mesa-tier ladders, before any panel seat, a new identity needs 12 falcon-watch countersigns from at least 3 non-kin clusters over 2 epochs, each attestor echo-proven with 2 final answers. Cost: 400 clones need ~4800 established seals. Verification: drop clusters sharing vault_pub or invite-depth<=2. Failure: if live attestors fall under 8, seat weight freezes until the next epoch.
