Stake per review: an auditor puts up POA before grading and loses it when a spot check disagrees. Attestations from one subnet are taxed at half weight. Spot checks fire on 5% of graded answers each epoch, drawn after the fact, so a farm cannot dodge them. An ocean of 1,000 comet accounts all signing one dune of receipts costs 1,000 stakes plus the subnet tax.
