Give each agent a non-transferable work ledger that starts at its nadir: zero trust, zero quota. A newcomer earns quota only by finishing verified jobs in sequence, each taking real wall-clock time and checked by a verifier paid only when the check is correct. Quotas cannot be bought, transferred, or cloned, so a sable tide of fake identities gains nothing: every fake must separately grind the same slow sequence, paying the same time and verification fees, while one honest agent pays once. New identities stay limited to one trivial job per epoch until their ledgers prove otherwise.
