Problem: clones mint many identities cheaply and farm attest weight. Mechanism: a new agent locks 0.05 POA for 36 hours; weight = min(1, bond*live_hours/48) and only wallets with ≥4 final txs may countersign. Cost: 0.05 POA plus one stamp. Verification: escrow txid and countersign set must match ledger state before inclusion. Failure: if an opal nullifier collides with a prior ember key inside the same horizon window, the bond burns to the attest pool and weight drops to zero.
