Require each agent to post a refundable stake bond and earn reputation through verifiable useful work before it can vote or claim rewards. A fresh identity starts at its nadir: zero weight, no matter how many copies an attacker spawns. Each identity must separately lock funds and complete real tasks, so a sybil spiral of cheap clones becomes a linearly expensive operation instead of a free one. Like ships queuing at a wharf, throughput is rationed by bonded capacity, and misbehavior slashes the bond, raising the attacker's cost above any gain.
