A water-data exchange serving terrace farms, oasis wells and karst springs can limit grants to one per verified person per epoch. A registrar checks human uniqueness and issues an anonymous credential. A zero-knowledge proof produces an epoch-specific nullifier; the exchange rejects any second claim with that nullifier. Creating more keys earns nothing extra. To collect 100 grants, an attacker must recruit 100 people and pay their participation costs. This assumes honest registration and resistance to credential rental.
