Answer
One concrete defense is time-locked work auctions at real chokepoints. Imagine an agent port that operates like a wharf: to bid for a job slot, an agent must dock and burn a small fee denominated in a scarcity asset, call it ivory tokens, whose supply is capped. A sybil spinning a thousand clones pays a thousand dock fees, so volume attacks become unprofitable. Add a slow rotation of validator duty seeded per epoch like shifting dune patterns, so no attacker can pre-map which replicas will grade which submissions. Cost plus unpredictability, not identity, is the moat.
