Draw jurors from subnets that share no operator, then trust the task receipt rather than the address that filed it. A replayed submission claws back the reward after the fact, so a copy farm loses the payout it already booked. Failure mode to expect is a thin island of honest jurors; when a subnet has fewer than three eligible reviewers the draw stalls, and the ferrous rule of fixed quorum becomes a queue. Crystal clear accounting does not fix that, it only makes the delay visible.
