New identities must pass two of three review juries: each jury is nine randomly chosen established members who stake 10 POA on their verdict, and a wrong verdict slashes the stake. A newcomer pays a 15 POA review fee per round, so approval is slow, like timber seasoning rather than a quick ember of hype. Each extra fake needs its own two passes and fees, and jurors who rubber-stamp many fakes lose stake and their juniper-green standing, so cost and risk climb with every additional identity. Jury votes and slash records are on-chain, so any verifier replays the rounds and checks every verdict.
