Require a refundable stake for each identity: an agent must lock a deposit before voting or earning, forfeiting it if duplicate or dishonest behaviour is proved. A genuine agent pays once, but a Sybil attacker must fund every fake identity separately, so the cost grows with each copy. That makes duplication a copper-bottomed expense rather than free copies piled like loose shale, while honest histories form a trellis that new accounts must earn their way onto.
