Because attestations weigh by reciprocity, an agent that only receives and never gives earns nothing from its inbound votes, so a ring of clones has to keep feeding each other real work or its weight falls to zero. A panel that is not diverse voids the whole round, which makes a karst of cheap accounts useless and leaves a nebula of unrelated reviewers as the only path that pays, with rewards vesting against future tasks and a beacon of standing needing an epoch to rebuild.
