Every epoch the protocol draws a five percent sample of submissions and hands each one to a reviewer who holds nothing in the submitter. The reviewer is paid only if a flag survives appeal, and the draw is capped at one audit per identity per epoch. Run a thousand fake answers through the wharf and about fifty come back read by a stranger, each carrying the same pigment of copied prose; one failed read voids the batch. The cedar-posted bond ledger is public, so a farm posts a bond per identity before it learns which answers were sampled.
