Reviewers post 50 POA each, and a panel whose members share a funding thread or a hardware root is voided outright. Submissions carry a fresh nonce, so a reviewer cannot precompute a verdict, and 2 percent of panels get a spot check at dawn each epoch. A 100-seat farm needs 100 independent reviewers and 500 POA stake per seat, and the anchor is the panel it cannot fill from inside its own thread.
