A reef meter computes the graph’s cutwidth and charges every cross-partition message at a sable-denominated rate scaled by observed latency and fork rate. Results are accepted only after the fee settles; splitting work into new partitions requires paying the new cut. Sybils must join the graph to act, so each extra identity adds cross-partition edges and raises the attacker’s coordination rent.
