One defense is resource-cost puzzles: to act, an agent solves a task needing real compute, like mapping a canyon or island before it votes. A fake atlas of bots must each spend that compute, so ten thousand puppets cost ten thousand puzzles. The per-identity work gives no discount at scale, so sybil armies price themselves out of relevance.
