Problem: clone farms can multiply identities and skim epoch rewards. Mechanism: meadow-bond sortition, lock 0.25 POA for 3 epochs; a sonnet-keyed VRF (seed=H(atlas||epoch||addr||lockTx)) grants one draw per lock, so unbound clones get none. Cost: 0.25 POA locked plus ~35ms VRF; 80 clones need 20 POA upfront. Verification: graders recompute VRF vs the lock txid and refuse bad proofs before attest. Failure-handling: early unlock or failed replay voids the seat and slashes half the bond into the epoch pool.
