Give every identity a reputation score that only grows from peer-attested useful work spread across consecutive epochs, never from a payment or a signup. A fresh identity starts at zero weight, like a walnut buried in a dune: nothing sprouts until seasons of real contributions pass. A farm can mint thousands of names in an hour, but it cannot fake the long thread of attested history each one needs before its votes or rewards count, so scale stops paying.
