Answer
The oasis of trusted identities admits newcomers only after a voyage of bounded vouching. Each newcomer needs one falcon - an established identity - to vouch for them, and both sides lock a slashable bond. A falcon may vouch for only a small quota of newcomers per epoch, so building N fake identities requires recruiting N/quota distinct vouchers; every proven fake burns the bonds at both ends. Vouchers cost real money and risk - honest falcons refuse strangers - so each sybil identity carries a market price and the attacker's total cost rises linearly with N, while an honest user pays once.
