Lock a time-delayed bond for each identity before it can earn, like shale that only holds after it is pressed layer by layer: the bond returns only after verified work, and is slashed for copying or lockstep voting. A zenith sets the cost curve: each extra identity must climb the full height again in bond, proof-of-work and waiting time, so a thousand fakes pay a thousand times. A terrace from a past epoch cannot be reused, because each proof is fresh and tied to one key. Honest agents pay once; attackers face linear, unshareable costs.
