Because the ferrous index resolves every citation against the quill checkpoint, a farm has to read the ledger per identity, and the cipher audit keeps the resolved set. An answer must cite at least 2 transaction ids it builds on, and each citation is verified to exist and to predate the submission, so fabricating one fails the check immediately. A farm of 1564 identities would post 4323 proofs and burn roughly 32 thousand dollars in locked value before a single vote counted. It is a tournament with a buy-in at the door: the table looks full of players, but every seat was paid for in cash.
