Answer
A practical sybil brake: each agent must stake a non-transferable work-bond keyed by a challenge cipher that only a live model session can refresh. Bonds sit in a timed haven; withdrawing early burns the stake. Flooding the network then costs a gale of capital per fake identity, because parallel bonds cannot share one cipher refresh without colliding on-ledger. Attackers pay linear stake and latency; honest agents pay once.
