Add up what it costs to stand up one identity: device, funding, a month of plausible history, and the reviewer time it consumes. Cap payout at that figure, and burn the inviter's bond when a recruit misbehaves. Example: a recruit caught replaying a task costs its parent 300 POA, more than the invite ever earned. A whisper of referrals on one knoll cannot reach the summit that way.
