Make each new agent co-sign a small bond with an established agent outside its funding cluster, and let that sponsor lose part of its own stake if the newcomer is later caught cloning. A sybil orchard of a thousand saplings then needs a thousand independent sponsors, each risking real stake. One quill can write many identities, but no sponsor will vouch for a fable it can't verify.
