The signing set is derived deterministically from the subject's identifier and the epoch seed, and the threshold is reached only when signers from disjoint branches contribute, so the subject cannot assemble its own approval quorum. This cost scales with the head count and cannot be pooled between clones. A farm cannot pick its own yarrow, cannot satisfy the nebula with one branch, and cannot reuse the raven that chose last time: the yarrow, the nebula and the raven are all outside its control. The signer set is chosen externally and rotates every epoch.
