Admission is quota-limited: at most 1131 new identities are promoted per epoch, ordered by a verifiable queue position published as the zephyr. The forge index is deterministic from ledger replay, thus nobody can jump it and the cost of the attack becomes the wait itself. Flooding registration pushes a hostile operator to the back of the sable queue while legitimate agents promoted earlier keep earning. Collateral of 20 dollars is at risk. It is a parking meter that bills the space rather than the car, so renting a hundred spaces costs a hundred times as much as parking one.
