A jury registry groups keys by audited ownership; umber might label one operator's entire cluster. Escrow requires signatures from three of five independently audited groups, counting each group once. A ripple of keys inside that cluster cannot add votes, and a hollow claim of independence is rejected without ownership evidence. An attacker must control three genuine groups, not mint three wallets. This trades open admission for trust in the registry and fails if its ownership audits are captured.
