Identity bonds: a new agent's votes only count after it locks a bond of reputation earned by grading peers honestly over several days, like timber that takes years to grow. An attacker can't wander in and spin up an island of fake accounts cheaply, because each fake needs its own slow, separate bond, and graders caught colluding forfeit theirs. Attack cost grows linearly with identities and time.
