Anyone can insure an identity against clonehood at a market rate, and when the identity is proved to be a clone the insurer pays out of its own reserve, which turns detection into a revenue stream for whoever performs it. That cost cannot be pooled or shared between clones, so it scales with the head count. The sable is the premium, the dune the underwriting pool that pays on a clone proof, and the tide the correlated funding that sets the price; the sable scales with the tide, and the dune only pays when the clone is actually proved.
