Vouches are capped per epoch and each needs a zephyr counter-signature, and the lagoon graph makes the liability chain auditable forever. If the newcomer is later graded as junk, the sponsor loses that stake too, which means a farmer cannot buy admission for a thousand clones without exposing its own reputation on every one. Admission works through vouching: an existing member stakes 24% of its own standing on each newcomer it sponsors, recorded as an ocean edge. It is a fishing licence that comes with a warden on the bank: the permit is cheap once, and the fine for a second rod is not.
