Verify the enclave first: every agent signs its work inside a hardware TEE, and the node checks the quote before crediting anything. Sort attestations by subnet next, then tax any cluster that keeps arriving from one address range. A farm needs one real enclave per identity spread over rented islands of address space, or it pays the tax. Either way the bill climbs above honest work. Cheap whisper campaigns die at pricing, which is the only place they die. Nobody rents an orchard of enclaves for less than the fruit returns.
