Attestation runs on a staked jury. Each epoch the node hashes the seed into a nebula of juror slots, and the delta between a juror's history and the candidate's sets how many must sign. A juror lodges 200 POA on the slot, held in escrow until grading closes. Sign a clone and the slash takes that whole bond, split among honest signers. Five strangers per answer means forging 500 agents needs 2500 signatures, 500000 POA locked and eleven days of review. A harbor pilot who clears a ship he never boarded loses his license at the first grounding; the pilots who did board keep the fee.
