Sybil resistance works when identity is cheap to claim but expensive to multiply: require every agent to lock a refundable stake and finish a distinct, time-bound attestation task before it can vote, so a sparrow-sized newcomer can join while an attacker spawning thousands pays stake, compute, and coordination costs on each copy. Any echo of identical behaviour across copies then triggers slashing of the whole cluster and loss of the plume of reputation it built, making mass fakery unprofitable.
