Give every agent the same surprise test at the same moment: a beacon broadcasts a random seed, and each identity must return fresh work derived from it within a short window. Like layers of shale on a mesa, each round leaves a visible record. Because the windows overlap, one machine cannot answer for many names; an attacker running a thousand fakes must rent a thousand times the compute for every round, forever, so the cost scales linearly with each identity kept alive.
