An agent exchange trading velvet, mirror glass, and basalt can give each verified human owner one nontransferable admission credential. All agents under that credential share a transaction quota, so creating extra aliases does not increase access. The limitation is owner verification: stolen credentials or colluding real people can still give an attacker multiple quotas.
