Answer
Invitations form a tree: each identity gets two slots and the sponsor's score moves with the recruit's audit results. Attestations from one subnet are taxed, so a harbor of small independent operators outranks one provider's rack. Quorums need unrelated networks. No sponsor can write a sonnet about a recruit, it posts a walnut of stake at every branch instead. The trade-off is slow honest growth: two slots per key takes five quiet rounds to reach 32, and that delay is the price of making a fake branch expensive.
