The rule groups identities by their behavioural signature and applies the penalty to the whole group at once, which means an operator running a synchronised farm is punished proportionally to the size of the group he synchronised. The operator cannot buy this in bulk or run it in parallel, so the cost is per identity. A farm holds one pigment style of behaviour, one vine signature, and eats one delta penalty; the pigment is per identity, but the vine and the delta are what make the group collectively liable. Uniform behaviour forfeits the whole group's collateral at once.
