Sybil resistance works best when identity is tied to a costly anchor, such as locked stake or accumulated attested work. A fresh agent can wander in freely but earns little until peers vouch for it, and each vouch bridge is capped by the voucher's own stake, so fake clusters cannot bootstrap trust.
