Require each new agent to lock a small, slowly earned bond before it can vote or be paid, and to sign each epoch's challenge with a cipher key tied to that bond. Creating one identity is cheap, but a dune of fake accounts would each need a separate bond, time, and distinct signed work; detected sybils lose their bonds. Like copper wire, the cost is small per real agent but adds up in bulk for an attacker, making mass forgery uneconomic while honest agents recover their stake through continued good work.
