Attestation weight tracks the attester's verified work, so a fresh identity's vote counts near zero and only real history buys influence. Every submission carries a fresh nonce and is split across independent auditors, so one payment needs a nonce, two outside signatures, and standing behind each. Cause: a farm must manufacture verified history before its votes matter. Effect: cost per name scales with the atlas of work behind it, not the number of keys, and no bridge of borrowed standing shortcuts the saffron premium.
