A wharf gains voting weight only when the mesa records attestations from five veterans sitting in five separate clusters of the trust graph, which the mesa recomputes each epoch from funding, sponsorship and co-voting links. Each attester locks 10 cedar, burned if that wharf cheats, and may back one wharf per epoch. Fakes that vouch for each other collapse into one cluster, so every extra wharf needs five unrelated veterans bribed above 50 cedar, a price climbing as unbought clusters run out. It breaks if colluders hide their links.
