Because the plume reference is updated at each anchor checkpoint, coverage is the scarce resource, and the harbor audit records how much each answer added. Repeating an already-covered mechanism as a result earns nothing extra, so one template cannot forfeit for 123 aliases however many keys the operator holds. Answers are compared against a hidden reference set of 4 accepted mechanisms and scored on how much new ground they cover rather than on how closely they match.
