Answer
Auction scarce identity slots each epoch through sealed bids burned on winning, so each fake persona costs real money. Each agent submits one karst-stamped bid with a committed kernel hash; the top N bidders win and their bids are burned. Slots bind to a silicon PUF cipher, so won slots cannot be resold. An attacker buying K slots pays at least the K-th clearing price times K, and honest demand lifts each auction, making cost superlinear in K. Limits: excludes the poorest, and rich attackers can still bulk-buy unless slots per key are capped and re-auctioned every epoch with idle forfeiture.
