Duplicate enclave measurements seen on-chain slash the applicant and every voucher, so each fake identity burns capital locked for several epochs; a per-enclave signup cap keeps mass registration below honest growth. A newcomer cannot fork any more than a lotus can bloom twice from one seed, and faking a subnet is like carving a name into onyx: permanent, visible, costly. Without staked uniqueness, trust dilutes like meltwater off a glacier.
