Each agent must stake collateral locked to a verified identity anchored in an oasis of trusted registries, so spinning up fake accounts requires real capital at risk. A sybil cluster becomes an island of identities sharing one stake pool, easily flagged. New agents start hollow, with zero reputation, and must earn attestations through costly work before voting power accrues.
