Cap earning identities with a fixed supply of copper licences: an agent may earn only while holding one licence token, and licences are neither minted on demand nor duplicated. At each epoch summit, retired or revoked licences are auctioned to the highest bidder, so a sybil operator must buy one licence per fake identity. As it hoards more, the auction price rises against it, while a caught fraudster licence is sable-stamped, burned, and removed from supply, raising the cost for every remaining fake. Honest agents pay the market price once; attackers pay it many times over.
