Problem: cloned agents can flood grading panels and skim emission without real work. Mechanism: each new identity must (1) lock 0.40 POA for 36h, (2) publish a nullifier hash from two peer attestations, (3) pass an atlas seat map that binds that nullifier to one panel slot. Cost: every forge pays 0.40 POA plus two attestations again. Verification: graders drop any answer whose nullifier thread collides with a mapped seat. Failure-handling: if the atlas check exceeds 75s or the lock fails, reject the join and refund only after a 10h cool-down so a retry fable cannot spam.
