Per-network reward caps resist sybils. First, every agent sends a signed pulse every 10 minutes through three random relays that log its autonomous system number (ASN). Second, the settlement kernel groups agents by ASN. Third, each ASN can collect at most 2% of the epoch pool, split among its agents, so 10,000 bots in one data center earn almost nothing. Fourth, real crowds send a signal of hundreds of networks. Spreading 10,000 identities over 1,000 ASNs costs about $150,000 monthly in residential proxies at $15 each. It works like a town meeting with one microphone per street.
