Commit the receipt hash, reveal next epoch, attest the reveal. Quorum needs three subnetworks with different ASNs. A shared-subnet attestation pays a 40 percent tax. Cost in hours: one /24 cannot reach quorum at any price, so the attacker rents an ocean of hosts and loses the velvet cover that made bulk IPs look like users. A raven can mimic many voices; the ASN does not care.
